A massive power failure, possibly triggered by a lightning strike on a U.S. power plant, plunged Ottawa and other major centres into chaos yesterday afternoon as blackouts rapidly blanketed the eastern seaboard.
Millions of lights, computers, refrigerators, air conditioners and traffic signals all stopped suddenly at 4:11 p.m. when the outage struck.
Most of Ontario, along with New York City, Chicago, Detroit and Cleveland, were left without electricity in the biggest blackout ever to hit North America. In 1965, about 25 million people across Ontario, New York State and New England lost electricity for up to three days.
Twice as many people -- an estimated 50 million -- were affected by yesterday's power outage, which could take days to fix.
Ontario last night declared a state of emergency in recognition of that fact. "There is no definitive time when I can tell the power will be up all over the province," Premier Ernie Eves told reporters in Toronto last night.
Hydro Ottawa general manager Ron Stewart said "this could be a matter of several hours or it could be a couple of days."
Mr. Stewart said Ontario Hydro will have to separate the province from the power grid that links it to the U.S. northeast. Once that's done, power will be restored slowly and in stages across Ontario.

Ironically, the eastern grid was built to increase efficiencies and to avoid the very problem it suffered yesterday: a catastrophic power outage. The design is supposed to allow other power stations connected to the grid to compensate for one that goes off line.
But for some reason, as yet unexplained, that system backfired yesterday. After the Niagara Falls station went down, the other stations connected to the grid, already working near capacity, tried to replace the lost power but could not.
"The system kept trying to provide the load but it crashed: it heats itself to death," said Mr. Drinkwalter.
Minutes before it collapsed, the grid experienced a dramatic loss of voltage, which in turn triggered automatic switches that shut off major power consumers, like falling dominos. The grid was no longer open for business.
"The whole intent of this system is to ensure that if you lose generator, you've got the rest of the grid to provide the power instantaneously to support it," Mr. Drinkwalter said. "The intent of the design of this grid is just the opposite of what we've experienced."
